Why are there 2 choices (String or Number) for Octal and Binary Bases ?
For Octal and Binary bases you'll perhaps need to convert only a number and not a string. A string (sequence of symbols) could be '123' but operation like addition ... can't be done on it.
With a number 123 you can do addition....For string, the tool will encode each characters.For Number, the tool will encode the value.
